Selar Lisboa

Esta linha circular do metropolitano é o coroar da estratégia do Manuel Salgado para Lisboa: um núcleo central com forte concentração de terciário e habitação de luxo (Eixo Central e Avenidas Novas), a que se juntam a Baixa, as colinas históricas e a frente ribeirinha, para usufruto dos turistas e residência de estrangeiros endinheirados. Fora desta cidade para os ricos e os turistas, ficam os bairros municipais, a classe média e os “enclaves” da população trabalhadora de menores recursos que ainda resiste à expulsão para as periferias. Estamos assim perante uma cidade cada vez mais dual, onde a linha circular do metropolitano só vem favorecer, acelerando, o processo de gentrificação e turisficação de Lisboa. Ao mesmo tempo deixa para as calendas gregas o serviço a bairros populares que continuam mal servidos de transportes coletivos. “Numa visão de futuro”, o vereador Manuel Salgado, responsável pelo Urbanismo na Câmara de Lisboa, entende que esta é “uma área com enorme potencial” para acolher um espaço verde num contexto em que as actividades portuárias de Santa Apolónia e Xabregas seriam deslocalizadas para o putativo porto de contentores do Barreiro. O vereador fez estas declarações durante uma convenção autárquica do PS Lisboa. Salgado referiu que o encerramento da estação ferroviária Santa Apolónia seria “uma oportunidade única para fazer a ligação dos vales de Santo António e de Chelas ao rio” e acrescentou que não faz sentido que a estação esteja no centro da cidade, já que grande parte dos passageiros que chegam a Lisboa saem na gare do Oriente. Em declarações ao Diário de Notícias, Salgado afirmou também que a principal estação de Lisboa é a de Entrecampos e que “a tendência no futuro é reforçar o seu papel como estação central”. Na primeira década deste século chegou a ser apresentado uma projecto imobiliário para a frente ribeirinha na zona de Santa Apolónia que implicava desafectar daquele local a operação ferroviária. A urbanização de vastos espaços da área compreendida entre o Parque das Nações e Marvila, no troço Gare do Oriente-Santa Apolónia, foi projectada por Manuel Salgado, antes de se tornar vereador. The Evolution of Cooperation

The Tragedy of the Commons occurs when a group’s individual incentives lead them to take actions which, in aggregate, lead to negative consequences for all group members. It is a multi-player version of the Prisoner’s Dilemma. In the version of the game from which it got its name, the players are two prisoners, held in separate cells. Each has to choose between “cooperating” with the other (keeping quiet) or “defecting” (giving evidence against the other). Each makes the choice without knowing what the other will do. If both prisoners keep quiet, they are each sentenced to one year in prison. If one rats on the other, he or she goes free and the other gets 10 years. If they both rat on each other, they each get 5 years.
